I think that’d be up to the league, wouldn’t it? If it were me, I’d make a minimum bid, and let them bid on as many as they want as long as they have the funds to bid. Then you just have a cut down date. This would give benefit to those who miss out on the top guys, as they can go quantity over quality and wait out the summer to see if someone emerges.
